• To monitor and review the financial strategies for the force and Authority
• To monitor and review the force strategies and major projects for ICT
• To ensure that the Authority’s Standing Orders relating to controls and financial regulations are followed
• To oversee value for money and use of resources issues, including activity based costing and activity analysis
• To monitor and review income generation and sponsorship
• To recommend revisions to the approved capital budget and programme to the Authority
• To monitor revenue budgets both corporate and devolved
• To monitor and review the provision of corporate services other than those falling within the terms of reference of the Personnel Committee
• To monitor revenue and capital expenditure, including:
• oversight of the estates/property strategy
• ICT projects
• Oversight of procurement
• To monitor the implementation of the efficiency plan
• To monitor e-government issues
• To have due regard, in exercising its responsibilities, to equal opportunities generally and the requirements of all equalities and anti-discrimination legislation, including implementation of the equalities schemes of both the Authority and force
• To have due regard, in exercising its responsibilities, to risk issues generally and the specific risk issues contained within the force and Authority risk registers
• To consider any other matters deemed relevant to these terms of reference
