  • To consider matters relating to HR policy and strategy including:
  • Workforce modernisation
  • the HR strategy and annual HR business plan
  • pay strategy
  • recruitment and retention
  • training and development
  • sickness absences and medical retirements
  • disciplinary procedures for police officers and police staff
  • employee relations
  • occupational health, safety and welfare and employee support
  • national issues, including the implementation of national agreements
  • To consider and monitor force performance in relation to the force’s human resources services
  • To consider and monitor performance against any HR related targets in the national and local target setting frameworks which apply to the force
  • To lead for the Authority as the body with whom the Chief Constable should consult to meet the delegated duty placed on the Chief Constable in respect of substantial changes to or new strategic personnel policies
  • To consider any relevant matters in respect of PNB, Police Advisory Board and other national bodies
  • To monitor the equalities schemes of the force and Authority in so far as they relate to the terms of reference of the Committee
  • To monitor the implementation of national equality and diversity programmes
  • To consider reports and guidance from external agencies, such as HMIC, external auditors and the Audit Commission
  • To monitor the exercise of the force and Authority’s functions in respect of Health and Safety
  • To have due regard, in exercising its responsibilities, to equal opportunities generally and the requirements of all equalities and anti-discrimination legislation, including implementation of the equalities schemes of both the Authority and force
  • To have due regard, in exercising its responsibilities, to risk issues generally and the specific risk issues contained within the force and Authority risk registers
  • To consider any other matters deemed relevant to these terms of reference
